In Fossil version 2.28, when using the server command and opening it in a Chromium-based browser on the windows, the randomly generated 8-digit hexadecimal password is displayed as garbled text. It has been confirmed that this is a misalignment issue. We hope this problem will be fixed in the next version.

i've a vague recollection that this was fixed in the meantime (and it doesn't reproduce with the trunk for me on the version hosted on this site). You can confirm or deny that by testing on this site (i don't have a Windows Chromium to test with).
This site does not have this problem,I am performing version control locally on Windows, and after running the service using the server command on the local area network, when I log in using Chrome, the login page displays an 8-digit verification code that is misaligned.

Because it's been fixed since the last release :). Updating to the current trunk, or waiting an unknowable about of time for a release, are your options.
I uploaded a new build snapshot (https://fossil-scm.org/home/uv/download.html). The 32-bit Windows build is still running as I type this message, but it should appear on the download later this morning.
