If at nobody-user leave only the rights "Read Wiki" and "Read Tkt", then at it in a bookmark of "Tikets" the reference "All Tickets" is displayed, but at transition to it the system offers login. (sorry for my english)

When I try this, it works correctly. Are you sure the Nobody permissions
are set up as you say?
