A default port option in fossil settings would be nice.

It is tiresome to constantly type --port= when using fossil server or fossil ui. Typically if the default port is in use on a system it is ALWAYS in use. I suggest a "fossil setting default-port 3030" (or similar) command for global and/or repository levels of settings.
