Tickets: add pagination to the reports

Reports like 'all tickets' would greatly benefit from being split into pages of configurable size. The number of tickets to show on a page could be stored in a report template.

This is particularly important when dealing with a project with a lot of issue reports, such as the Tcl and Tk repositories (which have over 15 years of issues in the database). The all-tickets report is unusable due to the sheer number of items involved right now.
