Fossil new version doesn't understand utf-8 characters for filenames

I recently upgraded my fossil for the new version, and i've lost almost a year of code, restoring backups i've came back to the previos version and created a new repository with the new version, and got the an error when adding the files, the error follows: malformed header.
it happens when you try to add a utf-8 filename to the repository, like é á $ í or anything-else. because that error I almost changed to git, but the export system is for the new version, and the new version is droping my code out.
