trying to update/pull repo since the "speaker noise" tickets were created/deleted does not work as expected:

I am unable to reproduce this problem. Can you send me additional hints?
Have you tried running "fossil rebuild" to clean up any problems that may have snook into the repository? Of course, that begs the question of how those problems got there in the first place, but at least it will get you back running again.
