Can't create Attachments to Wiki pages

Go to any Wiki page and click Attach. Everything seems to work and there are entries put in the Blob and RcvFrom tables. It just doesn't show up on the page or /attachlist (to see all repository attachments).

I guess the Attachment permsission isn't granted to anonymous. Sorry for the noise.

If it's not active for anonymous, the option shouldn't be there.

The "Attach" option does not appear if attaching is not allowed.
Attaching works on my tests - I am unable to find a case that does not work.
Please reopen this ticket with additional details if you think this assessment is incorrect.
