on page: http://lists.fossil-scm.org:8080/cgi-bin/mailman/listinfo/fossil-users there is a link to "To see the collection of prior postings to the list, visit the fossil-users Archives" poiting to:
http://lists.fossil-scm.org:8080/pipermail/fossil-users/
that link returns just:

Temporary fix is to replace "pipermail" in any mailing list archive reference to "cgi-bin/mailman/listinfo".
There should be a way to fix this in Mailman's settings, but I do not know what that is. Barring that, could there be a symlink from "cgi-bin/mailman/listinfo" to "pipermail"?

I did a "grep" of the entire Mailman file hierarchy and could not find
"pipermail" anywhere. I did find the document that renders the pages that
contain the "pipermail" link, but the URL is a macro of some kind that Python
inserts as the page is rendered. I have been unable to locate the source of
the "pipermail" URL.
