There are several pages in fossil that show diffs like
http://fossil-scm.org/index.html/ci/69e81b0260
However, the diffs shown on the pages are in HTML and cannot be in general used as input to patch because the whitespace may not match when tabs are used in the source.
Also the patch header is missing.
There should be an option to download applicable patches
