The wiki says a page name is not well-formed if it contains a non-latin letter. When writing in languages other than English this may force you to make a spelling mistake in the project name...
Actual project name which revealed the problem contained the phrase 'with database' which translates into 'z bazą'.

Fossil does no specific encoding/decoding of these strings, as far as i'm aware, so i'm reclassifying this as a feature request rather than a defect.
