Description

Forum is currently read-only. Need ability to create new threads and reply to existing posts.

Acceptance Criteria

  • [ ] New thread form: title + markdown body
  • [ ] Reply form: markdown body, auto-threaded under parent
  • [ ] Uses fossil CLI for artifact creation (forum posts are artifacts)
  • [ ] Shows in timeline after creation
  • [ ] Permission gated

Priority: P1 — Community engagement
