Community request from Fossil forum launch: provide GitHub/Gitea-style global notifications aggregated across all repos a user is a member of.

CURRENT STATE: - Basic email notifications exist with daily digest option - Not well tested in production - No cross-repo aggregation in the web UI

REQUESTED: - Notifications for: ticket changes, wiki edits, new checkins, forum posts - Aggregated across all repositories the user has access to - Web UI notification center (bell icon / inbox) - Email digest improvements: better formatting, configurable frequency - Per-repo and per-event-type subscription controls

This is a differentiator — Fossil doesn't have cross-repo notification aggregation natively. Users coming from GitHub/Gitea expect this.
